Terms of Use
Effective May 26, 2026
By installing or using Umbra ("the app"), you agree to these terms. If you don't agree, don't use the app.
What Umbra is
Umbra is an independent iOS reader app that surfaces publicly released U.S. government UAP and UFO records. We do not host or operate the underlying source documents. All content rendered in the app is sourced directly from war.gov and the U.S. government's servers.
What Umbra is not
Umbra is not affiliated with, endorsed by, or sponsored by the U.S. Department of War, the National Security Agency, the All-domain Anomaly Resolution Office, or any U.S. government agency. The "Umbra" name is a reference to the historical TOP SECRET UMBRA classification codeword, used here as a brand-thematic device only.
Free tier and ads
The free tier of Umbra is funded by advertising delivered through Google AdMob. By using the free tier you consent to seeing ads, including banner ads, occasional interstitial ads, and rewarded ads shown before video playback.
Umbra Clearance — subscription terms
Umbra Clearance is available as: Umbra Clearance · Monthly at $2.99/month, Umbra Clearance · Annual at $19.99/year, or Umbra Clearance · Lifetime at $39.99 (one-time). Prices are in U.S. dollars; localized pricing may vary by storefront.
Subscriptions auto-renew at the listed price unless cancelled at least 24 hours before the end of the current period. You can manage or cancel anytime via iOS Settings → Apple ID → Subscriptions. Cancellation takes effect at the end of the current billing period; no partial refunds for unused time.
The Lifetime plan is a one-time payment that covers all future Clearance features for the life of the app. Apple's standard refund policy applies.
Refunds
All purchases are processed by Apple. Refund requests must go through Apple at reportaproblem.apple.com within Apple's standard refund window. We cannot issue refunds directly.
Dependency on U.S. government hosting
Important. Umbra is a reader. We do not host, mirror, or store the underlying PURSUE documents, images, or videos. Every file the app renders is fetched in real time from war.gov and the U.S. government's servers. Continued availability of the in-app catalog depends entirely on the U.S. government continuing to publish PURSUE materials publicly at those URLs.
You acknowledge and agree that:
- The U.S. government may at any time, without notice, modify, restrict, slow, or terminate public access to PURSUE materials. We have no control over those decisions, no advance notice of them, and no ability to mitigate them.
- If the government CDN becomes unreachable, blocked, restructured, or withdrawn, Umbra may display an "Unavailable" state for affected media. Catalog browsing, metadata, search, and your local bookmarks and notes continue to function regardless.
- Paid Umbra Clearance features that depend on government-hosted content (real-time notifications of new tranches, offline cache of documents, the ECHELON on-device analyst, the incident map) are contingent on continued U.S. government publication of those tranches. A paid subscription does not entitle the subscriber to access to specific documents, and we cannot guarantee any particular document remains reachable for the lifetime of any subscription.
- Service status and troubleshooting are available in the app under Settings › Service status, which checks live, from your device, whether "Unavailable" is a government-source outage or a local network issue.
This contingency is not a basis for refund. If the U.S. government permanently terminates the PURSUE program or its public hosting, we will publish a notice in the app and at uapfiles.app, freeze new subscriptions, and consider voluntary credits or pro-rated refunds on a case-by-case basis at our discretion. Lifetime purchases, by definition, cover the life of the app — not the life of the U.S. government's hosting commitment.
Acceptable use
You agree not to reverse-engineer, redistribute, or republish the app or its content in violation of U.S. copyright or computer-fraud law. PURSUE source documents are U.S. government public-domain works; this app's UI, branding, and search index are not.
Disclaimer
The app is provided "as is" without warranties. Source documents are presented as published by the U.S. government and may contain redactions, errors, or incomplete information. Umbra makes no representation about the truth or interpretation of any document's content.
Limitation of liability
To the maximum extent permitted by law, Umbra's developer is not liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the app.
Changes
If these terms change, we will revise the effective date at the top of the document. Continued use of the app after a change constitutes acceptance.
